Ouhai is one of Wenzhou's four main urban districts and the city's south-western gateway, holding 40.2% of Wenzhou's urban land area. The municipal government positioned the southern new district as a “district of innovation, city of the future”.

The district has remarkable mountains, forest, wetland and water systems forming a unique ecological system — but also faces serious challenges: narrow plots crossed by many channels, a partly damaged ecology, tangled road hierarchies and heavy congestion, with conditions unfavourable to industry and talent.

Working with VCS of the Netherlands, team+ based the scheme on urban function and ecological resources and introduced the idea of “Health · Life · City”, aiming for a resilient city in which ecological liveability and industry develop in parallel. The 28 km² scheme placed in the top three of the international competition.
